Q3: We have a poor neighbor who abandons prayer, and his daughters are extremely immodest in their dress. We have offered them advice, but they persist in this. Is it permissible to give them zakat al-fitr and to give them charity?
A3: If your neighbor abandons prayer and persists in abandoning it, it is not permissible to give him zakah; because he is not a Muslim, and zakah is only for the poor Muslims; due to the saying of the Prophet (peace and blessings be upon him):Sahih Muslim 19a . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
