Giving Zakah to Relatives

The second question of Fatwa No. ( 18938 )
Q2: I have poor relatives. If I have money to pay, is it permissible for me to give it to them as charity?
A2 : If the charity intended is the obligatory zakah due on wealth, then it is permissible to distribute it to relatives, provided they belong to the eight categories eligible to receive zakah, excluding your ancestors (i.e., your parents and those above them) and
your descendants (i.e., your children and those below them). However, if the charity intended is voluntary charity, it is permissible to give it to all relatives, whether they are parents, children, or others. In fact, giving charity to relatives is better and more preferable; for it is reported from the Messenger of Allah (peace and blessings be upon him) that he said:Sunan an-Nasa'i 2582Sahih (Darussalam) It was narrated by al-Tirmidhi, al-Nasa'i, and Imam Ahmad. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Giving charity to a poor person is charity, and (giving) to a relative is two things, charity and upholding the ties of kinship.
