Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the director of the Thaqif Women's Charitable Association in al-Ta'if , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (5491) and date 2 / 9 / 1421 AH. And she asked
The questioner asked a question, the text of which is: We are the Thaqif Women's Charitable Association in al-Ta'if , which works to assist the needy in the region of al-Ta'if and its surroundings. The association's income comes from activities carried out by the association, from zakah and donations, and from aid from the Ministry of Labor and Social Affairs. The association disburses a reward to the female employees at the end of the blessed month of Ramadan from the association's funds, which are the income from the activities. The association also pays the drivers and workers from the zakah and donation funds. We wish to continue disbursing this reward due to the pressure of work in this noble month, and as encouragement and appreciation for the employees' services. We ask your Eminence to kindly inform us of the validity of what we are doing. May Allah reward you with good, protect you, and guide your steps.

After the Committee studied the inquiry, it answered that it is not permissible to disburse any part of the zakah to the association's employees as a salary or reward, but rather the zakah is to be disbursed in its prescribed channels, which Allah the Exalted specified in His saying:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise.إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَابْنِ السَّبِيلِ فَرِيضَةً مِنَ اللَّهِ وَاللَّهُ عَلِيمٌ حَكِيمٌ
[At-Tawbah 9:60]
