Q2: Some people see evils such as acts of shirk (associating partners with Allah), worship of graves, sorcery, and others, but they say: “It is not obligatory for me to forbid it;” because there are specific authorities, and they do not report them to the authorities either. What is the ruling on them?
A2: If a person sees someone committing one of the evils or religious innovations, he should admonish him with gentleness, softness, and wisdom, and invite him to Allah in the best manner, clarifying the truth to him so that he may abandon his sin and repent to Allah (Glorified and Exalted is He) and enter into Islam. Likewise, if they are poor, it is permissible for them to repent with sincere repentance. He must exert his effort to remove and change that evil according to
his ability and ijtihad (independent legal reasoning); for it is established from him (peace and blessings be upon him) that he said:
Whoever among you sees an evil, let him change it with his hand; if he cannot, then with his tongue; if he cannot, then with his heart- and that is the weakest of Faith.من رأى منكم منكرًا فلغيره بيده فإن لم يستطع فبلسانه فإن لم يستطع فبقلبه وذلك أضعف الإيمان
Sunan an-Nasa'i 5008Sahih (Darussalam)
narrated by Imam Muslim and al-Tirmidhi and others, and in a narration by Muslim from the hadith of Ibn Mas'ud:
and beyond that there is no faith even to the extent of a mustard seedوليس وراء ذلك من الإيمان حبة خردل
Sahih Muslim 50a
And by the saying of Allah the Exalted:
And cooperate in righteousness and piety, but do not cooperate in sin and aggression.وَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَى وَلاَ تَعَاوَنُوا عَلَى الإِثْمِ وَالْعُدْوَانِ
[Al-Ma'idah 5:2]
, if the perpetrator of this evil persists in his ignorance and misguidance and does not turn back from his disobedience and insists on his crime, then he should report to the competent authorities to remove the evil, manifest the truth, take hold of the hand of the oppressor, force him to submit to the truth, break the power of the people of innovation and corruption, and prevent their harm from affecting the Muslims. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
