The Shaykh : Yes, it is obligatory for everyone who sees what is wrong to forbid it, based on the saying of the Prophet (peace and blessings be upon him):
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart من رأى منكم منكرا فليغيره بيده فإن لم يستطع فبلسانه فإن لم يستطع فبقلبه
Sahih Muslim 49a
But how should one forbid it? That is the important point. Does one forbid it with violence, shouting at this man and cursing him? Or does one conceal it and forbid it in the best manner? That is the important point, and this is what many of the brothers who enjoin good and forbid evil miss. You find them using violence, and perhaps in his heart he wants to avenge himself, for example. And this is a mistake. The obligatory thing when forbidding evil is that you intend by it the reform of your brother. And if you intend this, then take the easiest path to reform him. Yes.
