Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the honorable Director of the Dawah Office in al-Zulfi, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number ( 601 )
and date 25/1/1421 AH. His Excellency asked a question, the text of which is: What is the ruling on celebrating those who memorize the Qur'an to encourage them and urge others as is currently done in the mosques? And may Allah reward you with good.

After the Committee studied the question, it answered that there is no harm in that; because it is a matter of encouragement and urging care for the Book of Allah the Exalted. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and his family and companions.
