young men and women have been married, and they were provided with assistance and easy loans totaling more than (10,500,000) ten and a half million riyals. The project's services do not stop at marriage alone but extend to include more than that; there is a Committee for Awareness and Care, a Committee for Reconciliation, and a Committee for Reconciling Differences. The project continues to suffer from a shortage of financial resources compared to the unprecedented demand for it, as the number of those on the waiting list has reached more than (1200) young men whose requests we have not been able to fulfill yet. This stands as a stumbling block in achieving our aspirations. Given the project's low income and financial resources, we have decided to launch a campaign for financial contributions for the sake of Allah the Mighty and Majestic for those who seek the reward of Allah and the Hereafter. We aim through this to attract one million supporters to collect the sum of twenty million riyals and to attract the largest segment to donate the amount of (20) riyals per share, with the goal: 1- Marrying the young men who are on the waiting list. 2- Building a family endowment (waqf) whose revenue returns to the benefit of the project's works. To motivate supporters and encourage them to participate in supporting the project, some have suggested providing an incentive, which is a raffle for (6 cars) to be distributed during the limited period for collecting the twenty million riyals, on the condition that those who enter the raffle for the cars must
have contributed (50 shares × 20 riyals = 1000), and the drawing will take place in public gatherings in the presence of officials from the governorate. The question is: What is the ruling on this if the project covers the cost of the cars from the income of this project? What is the ruling if these cars are secured from the project's budget from the donations item? And does the ruling differ if sponsors supporting from outside the project cover the cost of the cars? We hope you will consider and issue a fatwa as you see fit, knowing that the project suffers from a significant budget deficit and that the amount will be spent—as previously stated—to assist these young men who are about to marry and to prevent much evil from society. After the Committee's study of the inquiry, it answered: That this act, which is the raffle for cars in exchange for contributing to the project with the shares you mentioned, is not permissible; because it is gambling, which is the maysir (gambling) that Allah has forbidden and warned against. Therefore, it is obligatory for you to abandon this project.
