The two rak'ahs of the Fajr sunnah include the greeting of the mosque as a secondary intention

Fatwa number ( 13936 )
Q: (If a person enters the mosque after the final adhan for the Fajr prayer, it is not permissible for him to pray the greeting of the mosque, but rather he should pray only the rawatib), the question is: is there evidence that prevents the greeting of the mosque and suffices with the rawatib, or is our understanding wrong in this matter? Knowing that the time allows for both the greeting and the rawatib together, please clarify, may Allah reward you?
A: If the time for the Fajr prayer has entered and the worshipper enters the mosque, he should pray the two rak'ahs of the Fajr sunnah, and the greeting of the mosque is included in them as a secondary intention. If he prays the Fajr sunnah at home and then enters the mosque, he should pray
two rak'ahs as the greeting of the mosque. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
