Praise be to Allah alone, and may prayers and peace be upon the one after whom there is no prophet. Then: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency, the Director of the Center for the Care of Disabled Childrenin Makkah al-Mukarramah,and referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (3493) and date 26/3/1422 AH. The questioner asked a question, the text of which is as follows: Your Eminence, it is not hidden from your knowledge that the Center for the Care and Rehabilitation of Disabled Children in the Holy Capital, in this generous country, is under the patronage of the Government of the Custodian of the Two Holy Mosquesthe two Sacred Mosques(may Allah preserve him), meaning the care of disabled children, their treatment, their education, and the removal of all difficulties they face in their daily lives, just as the Messenger of Allah (peace and blessings be upon him) said:
The believers in their mutual love, mercy, and compassion are like a single body; when one of its parts complains, the rest of the body responds with sleeplessness and feverمثل المؤمنين في توادهم وتراحمهم وتعاطفهم كمثل الجسد الواحد إذا اشتكى منه عضو تداعى له سائر الجسد بالسهر والحمى
From this perspective, and in order to increase awareness among the members of society and strengthen the bonds of social solidarity among them, and given that most of the families of disabled children are of limited income, the center decidedissuing discount cards for certain consumer goods and necessitieshousehold needs, in cooperation with most merchants, to grant holders of this card a discount on their purchases as part of their support for the center under the principle of "giving from what one has." These cards are distributed (free of charge) to all families of the center's children, its staff, and its members, following the practice of the Ministry of Education, where a teacher's card was issued, entitling the teacher to a discount at most commercial establishments based on his official card. It is noted that the Noble Royal Order No. (187) was issued on 19/9/1401 AH, mandating a reduction in travel fares for Saudi disabled persons and their companions on planes, ships, trains, and public transport by (50%) of the ticket value. In light of the above, and in accordance with the saying of our Lord, the Exalted:
So ask the people of the message if you do not know.فَاسْأَلُوا أَهْلَ الذِّكْرِ إِنْ كُنْتُمْ لا تَعْلَمُونَ
[An-Nahl 16:43]
We ask Your Eminence to provide us with a legal ruling and guidance regarding the ruling on this card and the extent of its permissibility or prohibition.

After the Committee studied the inquiry, it answered as follows:
If the matter is as mentioned, namely that the card referred to in the question is free of charge, and the Center issued this card in agreement with commercial establishments to help this needy category of disabled persons by discounting part of the value of the goods covered by the reduction, and since this is a permissible benefit that is not tainted by what is forbidden, and it is for a category that needs it, then the Committee sees no objection to it.
