Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner: the General Manager of the Jubail Center for Special Rehabilitation, and referred to the Committee by the General Secretariat of the
Council of Senior Scholars, with number (4956) and date 10/8/1419 AH. The questioner asked a question, the text of which is as follows: We inform you that we are a private investment institution for the care and rehabilitation of disabled children. The center was opened in response to the community's need and to serve the largest segment of people with special needs; to comprehensively rehabilitate them and integrate them into society. Since some people of good will have approached us and expressed their desire to give a portion of their zakah as support for disabled children and the center in what serves the public interest, and out of the center administration's concern for verification and adherence to Sharia guidelines and the application of the saying of His Lord, Exalted is He:
So ask the people of the message if you do not know.فَاسْأَلُوا أَهْلَ الذِّكْرِ إِنْ كُنْتُمْ لاَ تَعْلَمُونَ
[An-Nahl 16:43]
, we hope you will provide us with a written fatwa on this matter.

After the Committee’s study of the inquiry, it responded that Allah the Exalted has designated the recipients of zakah and limited them to eight categories, as mentioned in His saying:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] travelerإِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَابْنِ السَّبِيلِ
[At-Tawbah 9:60]
. Therefore, it is not permissible to distribute it to other projects, such as educational institutions, hospitals, building mosques, and the like.
Such charitable projects are funded from voluntary donations other than zakah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
