If one intends to perform tamattu' and enters the state of ihram for 'Umrah, then changes his mind regarding Hajj, is that permissible for him?

Machine translationRead the Arabic original
Q36: If an employee intends to perform Hajj as a mutamatti' while working on a Hajj assignment, and he performs the rituals of 'Umrah, then changes his intention and is content with just the 'Umrah, is that permissible for him, especially if the reason is that his employer did not grant him permission to perform Hajj?
A36: He owes nothing, and it is better for one in such a situation to intend 'Umrah when entering the state of ihram from the miqat; so if Hajj becomes feasible for him, he should intend it from his location in Makkah and enter the state of ihram for Hajj from his location.
