Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. Having reviewed the matter sent to His Eminence the Grand Mufti from His Excellency, the Director of Awareness and Guidance at the Border Guard, in his letter number (6/31/1/447) dated 25/7/1432 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (32002711) dated 26/7/1432 AH, His Excellency asked a question the text of which is as follows: Some individuals working at the border posts ask about the ruling on breaking the fast during the blessed month of Ramadan due to the mental and physical exhaustion they experience while carrying out their duties at the checkpoints and patrols, the intense heat, and the long working hours during the day in Ramadan, given the lack of air conditioning in the vehicles and patrol locations. The question is: Are these individuals excused from fasting in the blessed month of Ramadan due to the aforementioned circumstances? We hope for your detailed clarification on this issue, as we are in urgent need of explaining it to them. May Allah not deprive you of reward and recompense, and may He benefit Islam and Muslims with your knowledge.
After studying the inquiry, the Committee responded: If any of them is a traveler who has left his place of residence a distance of eighty kilometers, and his period of stay does not exceed four days, then he is a traveler and it is permissible for him to break the fast. As for the one who is neither a traveler nor sick,
it is obligatory for him to fast, even if the weather is hot; because fasting in Ramadan is a pillar of Islam, and working at the border posts alone is not an excuse for breaking the fast, unless not fasting leads to severe weakness that affects their ability to confront and track smugglers and infiltrators, in which case they break the fast and make up the missed days.
