Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner: His Excellency the Director of the Department of Religious Affairs at the General Directorate of Civil Defense, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (1146) and date 23/1/1424 AH. The questioner asked a question, the text of which is as follows: Given the circumstances the region is going through, which have resulted in all Civil Defense workers being required to remain on duty at their work locations—we request a ruling on the Friday prayer for us. Do we pray it in the prayer halls attached to our facilities, even if there are mosques nearby, with some of our colleagues who are capable of delivering the Friday sermon? Or is it dropped from us and we pray it as Zuhr? Or what? We are in a state of waiting only, in preparation for any emergency within our work locations, each in his own country. And is it obligatory for all of us to seek permission from our superiors, or does only the one who wants to pray Friday seek permission, and the one who does not want to?

After studying the matter, the Committee responded that the Friday prayer is not obligatory upon the aforementioned individuals due to their duty, which prevents them from going to the mosques to pray Friday.
