An imam who, before praying, told the worshippers that he would not prostrate for recitation

The second question of fatwa number ( 18277 )
Q 2: An imam, before praying, told the worshippers that he would not prostrate for recitation. Then he said the takbir and prayed, reciting al-Fatihah, then he recited Surat al-'Alaq and did not prostrate at the end of it. Then he recited the basmalah and recited Surat al-Ikhlas in his first rak'ah until he completed the prayer. Is this action of the imam correct, or was it obligatory for him to prostrate? Also, was it obligatory for him to recite the surah that follows Surat al-'Alaq? What is the best course of action? Please issue a ruling, may Allah reward you, and may Allah reward you with good.
A 2: Prostration for recitation is not obligatory, so if one leaves it, he owes nothing, whether he is an imam or praying alone. There is nothing wrong with reciting a surah in the second rak'ah that is not adjacent to the surah he recited in the first rak'ah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
