The third question of Fatwa No. ( 16462 )
Q 3: What is the ruling on the prayer of greeting the mosque in the times when prayer is prohibited?
A 3: There is scholarly disagreement regarding the prayer of greeting the mosque in the times when prayer is prohibited. Whoever prays it is not to be rebuked, because it is one of the prayers with a cause, which is performed when its cause is present, namely entering the mosque in order to sit in it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
