Yes, the greeting of the mosque is prescribed at all times; because it is one of the acts with a cause. So if one enters the mosque after the 'Asr prayer to sit and wait for the Maghrib prayer, or for lessons, or for other reasons, he prays the greeting of the mosque. Likewise, if he comes after the Fajr prayer, he prays the greeting of the mosque; because it is one of the acts with a cause. The Prophet (peace and blessings be upon him) said:
If anyone of you enters a Mosque, he should not sit until he has offered a tworak` at prayer.إذا دخل أحدكم المسجد فلا يجلس حتى يصلي ركعتين
Sahih al-Bukhari 1167
And in the other wording:
let him perform two Rak'ah before sittingفليركع ركعتين قبل أن يجلس
