The second question of Fatwa number ( 17618 )
Q2: Is it permissible for a person in a state of major ritual impurity to recite the Qur'an, even if only in his heart?
A2: It is not permissible for a person in a state of major ritual impurity to recite anything from the Qur'an until he performs the full ritual bath to remove the state of major ritual impurity; because the Prophet (peace and blessings be upon him) was not prevented from reciting the Qur'an by anything other than the state of major ritual impurity. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
