Removing tar from the limbs of wudu'

Machine translationRead the Arabic original
The second question of Fatwa No. ( 17343 )
Q 2: In the region of Qahṭān in Ṭā'ihah , and possibly in many of the desert areas, there is a substance they call "tar." It has a body that prevents wudu' from reaching the skin, and it resembles the modern female substance known as nail polish. What is the ruling on this substance? Knowing that they use it to treat their sheep and coat them with it, and that the sheep are their only source of livelihood after
the power of Allah. What is the ruling on using this substance, and what is the ruling if one of them does not use it for the necessity mentioned? Knowing that it is extracted from certain types of trees by a process of pressing these trees until this substance comes out, and this substance is black in color
.

A 2: If this substance, as you mentioned, prevents water from reaching the places of wudu' - then it is obligatory to remove it when intending to perform wudu', and it is recommended to remove it from any part of the body when intending to perform the obligatory ghusl. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
