This is because collecting zakah on grazing livestock is one of the apparent rituals of Islam, so it is not permissible to leave it off by making excuses based on the fodder the owner provides. However, if the livestock are confined in enclosures and fed, and not sent out to graze, there is no zakah on them unless they are prepared for trade.
