Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Ambassador of the Custodian of the Two Holy Mosques in Britain , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (2280) on 4/6/1415 AH. His Excellency asked a question, the text of which is as follows: I would like to present to Your Eminence the fact that there are hundreds of Saudi residents in Britain , on a temporary basis, for academic purposes, such as students, and for political purposes, such as diplomats and those in similar positions. The duration of their residence varies from case to case, and most often ranges from one year to five years. Many questions have arisen regarding the permissibility of applying the rulings of travel to them, specifically concerning combining and shortening prayers and breaking the fast in Ramadan, and opinions have differed. It is requested that Your Eminence graciously provide the Islamic ruling on this matter. I ask Allah to grant you His success and to help you with the truth and its people.
After the Committee studied the inquiry, it answered as follows: Employees and students sent abroad for their duties and with the intention
of residing for the mentioned period or another, if it is more than four days, then they do not have the right to the dispensations of travel, such as shortening, combining, or breaking the fast. Rather, they must perform the prayer in full at its time in congregation without combining, and they must fast Ramadan at its time with the Muslims; because they are considered residents. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
