Q: We are personnel of the Civil Defense . Every year, we are assigned from various regions of the Kingdom to the task of Hajj. We perform the obligatory prayers in congregation in our various mosques in the sacred sites and outside them at their proper times without shortening them, because our duty begins early before the Hajj season. However, on the day of 'Arafah at 'Arafah , some of us performed the Zuhr and 'Asr prayers shortened and combined, following the example of the pilgrims. Others shortened the two prayers at their proper times without combining them. And some prayed Zuhr in full at its proper time without shortening or combining, and likewise 'Asr, each according to his own independent legal reasoning. Given this situation, regarding the Maghrib and 'Isha' prayers in Muzdalifah, I ask for clarification of the ruling in this matter, and whether our prayers are permissible or not? What is the status of our colleagues who remain in 'Arafah , and the status of the small group among us who move with the pilgrims in
the various sacred sites but are not pilgrims? Please inform us, may Allah reward you with good.
A: If you are not pilgrims and you have resolved to stay for more than four days, then it is obligatory for you to complete the prayer and perform each prayer at its proper time. As for the shortening done by those among you who shortened, and the combining done by those who combined, there is no making up of these prayers for them due to the doubtful matter. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
