The resident praying behind the traveler

Machine translationRead the Arabic original
The third question of Fatwa No. ( 13840 )
Q 3: Some people combine and shorten their prayers after arriving in a city from their journey, claiming that they are travelers for a week and that they combine and shorten. I found a man in the mosque who prayed two rak'ahs and then completed two rak'ahs with the imam. When I asked him why he did not complete his prayer, he said: “I am a traveler; I shorten and combine.” Is that permissible?
A 3: First: It is not permissible to combine or shorten the prayer after the traveler arrives in a city where he will stay for more than four days.
Second: If the traveler prays behind a resident, the Sunnah is to complete the prayer with him, and it is not permissible for him to shorten it. If he does shorten it, he must repeat the prayer. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
