Prayer in a mosque with a regular imam

Machine translationRead the Arabic original
The fourth question of Fatwa No. ( 15922 )
Q 4: An imam of a mosque who is appointed to lead the people in the Friday prayer, the two festivals, and other prayers, but this mosque is in a rural area where people do not gather except to perform the Friday prayer. Is there a sin on him—meaning the imam—if he does not perform the remaining obligatory prayers? Knowing that he prays the other times in a mosque near his house, and there are about ten neighbors of the aforementioned mosque, but they do not perform the prayer. So what is the solution with them?
A 4 : It is obligatory for the regular imam in the mosque to be present in it at every time of the prayers, and to pray with whoever is present, even if the number is small, and it is not permissible for him to be absent from it. It is obligatory for him to command those around
the mosque to pray and forbid them from being absent, and perhaps when they see him being absent, they will follow him in that. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
