Q2: They say that if the appointed regular imam falls ill or travels outside the town, it is not permissible for anyone to lead the people in prayer without the permission of the appointed imam, even if there is a religious scholar or someone capable of leading the prayer in a good manner. The regular imam was absent from the Friday prayer one day and did not attend the mosque, so one of the worshippers wanted to lead the prayer; he is a graduate of a religious university, but some people prevented him from leading and said: It is not permissible for anyone to lead the people in the Friday prayer until the king or the appointed regular imam gives permission. When the appointed imam was asked about this issue, he remained silent and did not answer anything, so the people prayed the Dhuhr prayer individually on Friday, and the number of worshippers was very large. Is this permissible?
A2 : It is not permissible to lead prayer in a mosque that has a regular imam except with his permission or his excuse. If he is delayed in arriving at the usual time, there is no harm in someone among the attendees who is qualified to lead the prayer leading the people in the Friday prayer and others; because
when the Prophet (peace and blessings be upon him) was delayed, the people were led by Abu Bakr . And in the expedition of Tabuk, when the Prophet (peace and blessings be upon him) was delayed from his usual time for the Fajr prayer, the people were led by 'Abd al-Rahman ibn 'Awf (may Allah be pleased with him). The Prophet (peace and blessings be upon him) came and found that 'Abd al-Rahman had led them in the first rak'ah. 'Abd al-Rahman wanted to step back, but the Prophet (peace and blessings be upon him) gestured to him to complete the prayer. The Prophet (peace and blessings be upon him) prayed the second rak'ah behind him, then made up the rak'ah he missed after the taslim of the prayer. This was narrated by Muslim in (Sahih). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
