Q: We have heard that you issued a fatwa permitting combining and shortening the prayer for one who is from the people of Riyadh and travels to al-Kharj . Is this fatwa valid, and does it apply to our present time after the two cities have become closer to each other? Is it permissible to combine the prayers without there being hardship in a distance like this? And assuming that shortening and combining are not permissible: is it obligatory for those who did so before they reached these fatwas to repeat the prayer? And what is the recognized location at the end of the boundaries of the city of Riyadh ? Please give us a ruling, and may Allah reward you.
A: The journey in which the prayer is shortened is one that reaches the distance of a two-day journey for a mount, and the estimation of this distance in kilometers is approximately eighty kilometers. The end of a town and its beginning are considered by the boundaries of its inhabited buildings that are connected to one another. So, if the distance between the buildings of Riyadh now and the buildings of al-Kharj reaches this distance, it is prescribed to shorten and combine the prayers between them. If it is less than that, shortening and combining are not valid. However, as for one who previously shortened and combined between these two towns because he did not notice the closeness of their buildings and the shortness of the distance between them, we do not see it as obligatory
for him to repeat the prayer due to his ignorance of this, and he should leave that off in the future. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
