Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Minister of Islamic Affairs, Endowments, and Guidance, regarding the inquiry of His Excellency the Director of the General Administration of Endowments and Mosques in al-Ta'if , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (2128) and date 26/5/1415 AH. His Excellency asked a question, the text of which is as follows:
We have noticed inquiries regarding some imams combining the 'Isha' prayer with the Maghrib prayer by advancing the combination, and some of them not adopting this dispensation. Since the amount of rain that fell, as the inquirers pointed out, was not so heavy as to result in the cessation of traffic, or even the closing of shops, or the disruption of any of the people's interests, is there leniency in the dispensation in the view of those who adopted it? Or does it have conditions that were not met for those who did not adopt it?

After the Committee studied the inquiry, it answered as follows: It is permissible to combine the Maghrib and 'Isha' prayers with one adhan and one iqamah for each, on account of rain that wets the clothes and causes hardship in repeatedly going to the mosque for the 'Isha' prayer, according to the correct of the two opinions of the scholars. Likewise, it is permissible to combine them by advancing the combination on account of severe mud, according to the correct of the opinions of the scholars, to remove difficulty and hardship. Allah the Exalted said:
and has not placed upon you in the religion any difficultyوَمَا جَعَلَ عَلَيْكُمْ فِي الدِّينِ مِنْ حَرَجٍ
[Al-Hajj 22:78]
, and He the Exalted said:
Allah does not charge a soul except [with that within] its capacityلاَ يُكَلِّفُ اللَّهُ نَفْسًا إِلا وُسْعَهَا
[Al-Baqarah 2:286]
. And 'Abdullah ibn 'Umar (may Allah be pleased with him) combined the Maghrib and 'Isha' prayers on a rainy night, with a group of the senior scholars of the Tabi'un with him, and no disagreement was known for them
disagreement, so it was a consensus. This was mentioned by Ibn Qudamah in (al-Mughni). As for regulating the mosques, especially in cities, regarding the combination of the two 'Isha' prayers in the aforementioned situation, it is difficult; due to the difference in the intensity of the rain from place to place, and the difference in the conditions of the neighborhoods. And what should be done is to make the people aware and teach them what the Sunnahs indicate in that matter, from his (peace and blessings be upon him) action and his approval. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his companions.
