Q: It is now observed that some of the praying people, when they enter the mosque and find the row complete, whether or not there is a gap between the praying people, and whether or not there is another row, move the praying people to make a place for themselves in the row. This may not be achieved unless a large number of the praying people in the row are moved, and in this, as is clear to you, there is a disturbance to the praying people. What is the ruling on the one who does this? We hope you will be generous in guiding him and the praying people to maintain the closing of gaps, and may Allah reward you with good.
A : If there are gaps in the row, the aforementioned action is permissible due to the negligence of those forming the row in the recommended practice of forming rows, which is closing the gaps and defects. However, if there are no gaps in the row, moving the praying people and bothering them is a harm to them that is not permissible. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
