Q6: There is much disagreement on this issue. When the imam says the takbir in congregational prayer, the mu'adhdhin raises his voice with the takbir so that all the ma'mum hear it in their ruku', sujud, and all their movements in the prayer. Many of the Ahl al-Sunnah in other cities dislike this and say that it is a bid'ah (religious innovation), citing what is in the book (Fiqh al-Sunnah): that it is recommended when needed, but if the imam's voice reaches the congregation, it becomes a disliked bid'ah. They also cite what they said they read in the book (Majmu' al-Fatawa): that the mu'adhdhin repeating the imam's takbir did not occur in the time of the Messenger of Allah (peace and blessings be upon him) except twice, and each time for a reason – and we do not have this book in Lagos – so the imam of the Ahl al-Sunnah in the city of (Lagos) says that he does not accept that the mu'adhdhin repeating the imam's takbir is a bid'ah for the following reasons: 1 – What is in the book (Fiqh al-Sunnah) that it is a disliked bid'ah if the imam's voice reaches the congregation is because that is a ruling by the consensus of the imams, not a saying of the Messenger of Allah (peace and blessings be upon him). 2 – What they read in the book (Majmu' al-Fatawa) is that the mu'adhdhin repeating the imam's takbir did not occur except twice in the life of the Messenger of Allah (peace and blessings be upon him). Did the Messenger of Allah (peace and blessings be upon him)
say at that time that it was a bid'ah? If he said that, we would be satisfied; otherwise, how can it be a bid'ah? 3 – If the mu'adhdhin repeating the imam's takbeh is among the disliked things, why is it practiced in the two Sacred Mosques in the Noble Mecca and in the Blessed Medina, even though the imam's voice reaches all people wherever they are in the Haram? We are in (Lagos) here, and we listen to the rituals of the Maghrib prayer every day on the radio on the Nida' al-Islam broadcast, and the 'Isha' prayer on the al-Qur'an al-Karim broadcast, and we hear the voice of the imam and the mu'adhdhin. In (Nigeria) here, the mu'adhdhin repeating the imam's takbir occurs in most of the mosques in their prayers. So, do we leave them as they are, or do we inform them that it is among the munkar (what is wrong)?
A6: The mu'adhdhin repeating the imam's takbir is prescribed when it is needed, such that the ma'mum are numerous and do not hear the imam's takbir, and they bow, prostrate, and say the taslim upon the voice of the mu'adhdhin; because when the Prophet (peace and blessings be upon him) prayed with the people in his final illness, it was Abu Bakr al-Siddiq (may Allah be pleased with him) who repeated the takbir for the people on his behalf; due to the weakness of the Prophet's (peace and blessings be upon him) voice because of the illness and the ma'mum not hearing him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
