Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency Engineer: Ahmad ibn Sulayman al-Lahib, Director of Operations at the Shu'aybah Stations, dated 12/6/1429 AH, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (909) and date 14/6/1429 AH. He asked a question, the text of which is as follows: We inform Your Eminity that we are at the Shu'aybah stations, which belong to the General Saline Water Desalination Corporation on the Red Sea coast, located approximately (120) km south of Makkah al-Mukarramah . The station operates to
supply the cities of ( Makkah al-Mukarramah, Jeddah, and al-Ta'if ) with their needs for water and electricity. We suffer at this location from the proliferation of (pigeons), which have taken various sites within the station and some of the equipment as places to build their nests. This poses a danger to this equipment and the operation of the station, in addition to the abundance of their waste, such as feathers and droppings, which has had a negative impact on the smell and cleanliness of the work sites, making it difficult to perform cleaning duties and carry out the required tasks, as their waste and droppings accumulate on parts of the equipment. Furthermore, they attract crows, which also cause pollution and drop carcasses in various locations. Is it permissible for us to kill the pigeons and limit their proliferation, thereby limiting their harm? His Eminence the Grand Mufti sent His Excellency Shaykh Dr. Sa'd ibn Nasir al-Shathri , accompanied by his researcher, the virtuous Shaykh Salih ibn Muhammad al-Suwayl , to the site. They wrote the following report: Based on the oral directive from His Eminence the Grand Mufti to direct [the team] to the Shu'aybah station, based on the letter from His Excellency the Director of Operations at the station, which included their question regarding killing harmful pigeons that had proliferated on the machines and equipment and had a negative impact on the smell and cleanliness of the work sites due to the feathers and droppings they leave behind, we proceeded to the Shu'aybah station on Saturday, corresponding to 23/7/1429 AH, at ten in the morning
and the Director of Operations at the Shu'aybah stations was there to receive us, along with a group of employees. Then we toured the various parts of the station and observed the pigeons and saw their effects and droppings in abundance on the devices and equipment, as well as the large number of crows eating the carrion. Then we made a tour of station number (2), which is the part where water is taken from the sea, and inside the building we found many pigeons, their dirt, and their feathers, which had covered the equipment and devices and had a significant impact on them. We also saw pigeons and crows on top of the buildings from the outside.
After the Committee's study of the inquiry, it answered: As long as the pigeons are harmful, their harm is to be repelled by whatever prevents their harm, even if that means killing them; provided that the harm of that does not extend to anything other than the pigeons.
