Sent abroad for a training course but attends only a few days

Machine translationRead the Arabic original
1- Adherence to regulations:
Q1: Our work involves sending employees abroad from the Kingdom of Saudi Arabia for six months, which is the duration of the course held in that country. They are paid a secondment allowance for one month of the prescribed period, as well as a medical allowance and a book allowance. This course is in the employee's interest regarding promotion; because whoever takes this course is entitled to promotion over those who did not take it, even if they have internal courses or have served longer than the person who took this external course. This has made this incentive a violation of the rights of those with seniority in service. Question: Is it permissible for me to go to the country where this course is held and stay there for a period of about ten days out of the six months, in order to pay the prescribed fees and obtain the certificate before the end of the prescribed course period? Because the institute seeks to collect the prescribed fees regardless of
the actual attendance of the sent employee, and according to the prescribed duration of the course, and then return with the certificate, and spend the remaining time of the six months in the Kingdom until the end of the prescribed course period, and then return to resume work?

A1: The questioner must attend the entire course, and it is not permissible for him to limit his attendance to part of the period, as in the questioner's question; because the purpose of sending for these courses is to absorb the information taught in those courses with the aim of raising the employee's competence and acquainting him with what is new in his field of work. And what the questioner mentioned in the course of his question, that he can obtain the course certificate even if he does not attend the prescribed period, because the institutions that hold those courses care about the fees and not about the actual attendance of the student, this does not justify non-attendance, and presenting such a certificate is cheating the state and the community and deceiving the officials.
