Q 2: Allah the Exalted said in the clear, revealed text:
So when the Qur'an is recited, then listen to it and pay attention that you may receive mercy.وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنْصِتُوا لَعَلَّكُمْ تُرْحَمُونَ
[Al-A'raf 7:204]
. Does listening to the Qur'an in the verse indicate obligation or recommendation?

A 2 : It is prescribed for every Muslim, when hearing the Qur'an outside of prayer, to listen to it with reverence and respect for it; so that he may attain the mercy of Allah (Glorified and Exalted is He), and so that he may be admonished by its warnings and take heed from its lessons. Allah the Exalted said:
So when the Qur'an is recited, then listen to it and pay attention that you may receive mercy.وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنْصِتُوا لَعَلَّكُمْ تُرْحَمُونَ
[Al-A'raf 7:204]
, and he should not turn away from
listening to it or be occupied with something else while he is able to listen, and he should not do so intentionally, for then he would be characterized by the traits of the disbelievers of Quraysh, about whom Allah said regarding their turning away from listening to the Qur'an:
Do not listen to this Qur'an and speak noisily during [the recitation of] it that perhaps you will overcome."لاَ تَسْمَعُوا لِهَذَا الْقُرْآنِ وَالْغَوْا فِيهِ لَعَلَّكُمْ تَغْلِبُونَ
[Fussilat 41:26]

As for in prayer, it is obligatory for the follower (ma'mum) to listen when he hears his imam reciting in the loud prayers, in the Friday prayer, the sermon, the two festivals, and the like; because of the aforementioned verse, and because of what the Imam Muslim narrated in his (Sahih) from Abu Musa al-Ash'ari (may Allah be pleased with him), who said: The Messenger of Allah (peace and blessings be upon him) said:
The Imam is appointed to be followed, so when he says the takbir, say the takbir, and when he recites, be silentإنما جُعل الإمام ليؤتم به، فإذا كبر فكبروا، وإذا قرأ فأنصتوا

, and the compilers of the Sunan collections narrated the like of it from Abu Hurayrah (may Allah be pleased with him). An exception to this is the recitation of al-Fatihah by the follower in the loud prayers, even if the imam is reciting; because it is obligatory for each of the imam, the follower, and the one praying alone to recite it; because of what is authentic from the Prophet (peace and blessings be upon him) that he said:
There is no Salat for the one who does not recite Fatihatil-Kitab.لا صلاة لمن لم يقرأ بفاتحة الكتاب

. This hadith specifies the generality of the verse and the previous hadith regarding the obligation of listening to the imam's recitation of the Qur'an; in order to reconcile the established, authentic evidence, and because of what 'Ubadah ibn al-Samit (may Allah be pleased with him) narrated, saying:
We were behind the Prophet at the dawn prayer, and he recited a passage, but the recitation became difficult for him. Then when he finished he said, “Perhaps you recite behind your imam?” We replied, “Yes, Messenger of God.” He said, “Do it only when it is Fatihat al-Kitab , for he who does not include it in his recitation is not credited with having prayed.”كنا خلف رسول الله صلى الله عليه وسلم في صلاة الفجر، فقرأ رسول الله صلى الله عليه وسلم فثقلت عليه القراءة، فلما فرغ قال: لعلكم تقرؤون خلف إمامكم. قلنا: نعم. قال: لا تفعلوا إلا بفاتحة الكتاب، فإنه لا صلاة لمن لم يقرأ بها

It was narrated by Imam Ahmad and al-Tirmidhi and Abu Dawud with a good chain of narration. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
