The first question of Fatwa No. ( 15420 )
Q1: Whatis the ruling on saying the name of Allah in the location of the mosque's restroom, given that the distance between that location and the restroom is approximately two meters? Is it permissible to say the name of Allah, or is it not?
A1: It is recommended for one who intends to enter the place of relief (restroom) to step in with his left foot and say: (In the name of Allah, O Allah, I seek refuge in You from the male and female evil spirits). And if he intends to perform ablution in the place prepared for ablution, he should say: (In the name of Allah) before the ablution; because the invocation for ablution is obligatory; due to the saying of the Prophet (peace and blessings be upon him):Sunan Abi Dawud 102Sahih Maqtu' (Al-Albani) It was narrated by a group of the Companions from the Prophet (peace and blessings be upon him), and its chain from them is good. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
