Q5: The water trucks contain water from the water utility, and sometimes it is mixed with foam for use in firefighting, where its nature changes. Is it permissible to perform wudu' with it? Knowing that this foam is manufactured from organic materials that include animal waste.

A5: If these foams mixed with fire-extinguishing water are manufactured from impure materials and have changed the water, then wudu' with it is not valid. However, if they are manufactured from pure materials, there is no harm in performing wudu' with the water mixed with them, provided that the foam does not predominate and cause it to change from the designation of water to the designation of something else. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
