The first question of Fatwa number ( 18572 )
Q 1: What is the ruling on a prayer-worshipper intentionally occupying himself with amusing speech and the like while performing his prayer, to the point that some of them place a radio playing a Quran reciter in front of them? What do you advise? May Allah reward you with good.
A 1: It is not permissible to intentionally distract a prayer-worshipper from his prayer with speech or anything else. Even the one reciting the Qur'an does not raise his voice in recitation so as not to distract the one praying beside him. In the hadith from Abu Sa'id (may Allah be pleased with him), he said: The Messenger of Allah (peace and blessings be upon him) said:
Lo! every one of you is calling his Lord quietly. One should not trouble the other and one should not raise the voice in recitationألا إن كلكم مناج ربه، فلا يؤذي بعضكم بعضًا، ولا يرفع بعضكم على بعض في القراءة
