Q: Recently, a phenomenon has spread among the members of some tribes and villages residing in cities. It involves gathering on one of the days of the blessed 'Id al-Fitr in wedding halls or rest houses, where a sum of money is collected from each person to carry out this event. This amount must be taken from every individual, even if he does not attend the gathering. If he does not pay, the amount is doubled for him. If he refuses to comply, he is boycotted by the tribe; no one attends any of his occasions, and he is not helped in times of need. Please issue a ruling on this matter, may Allah reward you with good.
A: It is not permissible to take a sum of money from the members of a tribe to hold a party on the day of the festival or any other day, without the consent of the payer. This is based on the saying of the Prophet (peace and blessings be upon him):
The wealth of a Muslim man is not lawful except by the willing consent of his soulلا يحل مال امرئ مسلم إلا بطيبة من نفسه
Sunan ad-Daraqutni 13:78
and his saying (peace and blessings be upon him):
Verily your blood (lives) and your property and your honour are as sacred unto you as sacred is this day of yours, in this month of yours, in this city of yours.إن دماءكم وأموالكم وأعراضكم عليكم حرام كحرمة يومكم هذا في شهركم هذا في بلدكم هذا

This sermon was delivered by the Prophet (peace and blessings be upon him) on the Day of Sacrifice during the Farewell Pilgrimage. Boycotting those who do not pay the amount is an injustice by those who boycott them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
