Praise be to Allah alone, and may the prayer and peace be upon the one after whom there is no prophet, and upon his family and his Companions. As for what follows: questions have become numerous regarding whethera day of festival falls on a Friday, so that the two festivals coincide: 'Id al-Fitr or 'Id al-Adha with the Friday prayer, which is the festival of the week. Is the Friday prayer obligatory for one who attended the festival prayer, or is it sufficient for him to perform the festival prayer and pray the midday prayer in place of the Friday prayer?And is the call to prayer made for the midday prayer in the mosques, or not? This is the rest of what has been asked about it.
The Permanent Committee for Scholarly Research and Ifta has decided to issue the following fatwa: In this matter, there are marfu' hadiths and mawquf athars, among which are: 1- The hadith of Zayd ibn Arqam (may Allah be pleased with him), narrated by Ahmad and Abu Dawud and al-Nasa'i and Ibn Majah and al-Darimi and al-Hakim in (al-Mustadrak), and he said: (This is a hadith with a sound chain,
1 and it was not included by the two Shaykhs, and it has a corroborating narration meeting the conditions of Muslim ), and al-Dhahabi agreed with him, and al-Nawawi said in (al-Majmu'): (Its chain is good). 2- The corroborating narration mentioned is the hadith of Abu Hurayrah (may Allah be pleased with him), that the Messenger of Allah (peace and blessings be upon him) said:Sunan Abi Dawud 1073Sahih (Al-Albani) It was narrated by al-Hakim as mentioned above, and it was narrated by Abu Dawud and Ibn Majah and Ibn al-Jarud and al-Bayhaqi and others. 3- And the hadith of Ibn 'Umar (may Allah be pleased with them both), who said: It was narrated by Ibn Majah and it was narrated by al-Tabarani in (al-Mu'jam al-Kabir) with the wording: . 4- And the hadith of Ibn 'Abbas (may Allah be pleased with them both), that the Messenger of Allah (peace and blessings be upon him) said: Sunan Ibn Majah 1311Da’if (Darussalam) It was narrated by Ibn Majah , and al-Busayri said: (Its chain is sound and its narrators are trustworthy), end of quote. 5- And the mursal report of Dhukwan ibn Salih , who said: It was narrated by al-Bayhaqi in (al-Sunan al-Kubra). 6- And from 'Ata ibn Abi Rabah , who said: Sunan Abi Dawud 1071Sahih (Al-Albani) It was narrated by Abu Dawud and it was reported by Ibn Khuzaymah with different wording, and he added at the end: ( Ibn al-Zubayr said: I saw 'Umar ibn al-Khattab when two festivals coincided, he did this). 7- And in (Sahih al-Bukhari ) (may Allah have mercy on him), and (al-Muwatta' of Imam Malik ) (may Allah have mercy on him), from Abu 'Ubayd, the freed slave of Ibn Azhar : Abu 'Ubayd said: (I attended the festival with 'Uthman ibn 'Affan , and that was on a Friday, so he prayed before the sermon, then he delivered the sermon and said: O people, this is a day in which two festivals have coincided for you. So whoever wishes to wait for the Friday prayer from the people of the highlands, let him wait, and whoever wishes to return, I have given him permission). 8- And from 'Ali ibn Abi Talib (may Allah be pleased with him), who said - when two festivals coincided in one day -: (Whoever wishes to gather, let him gather, and whoever wishes to
sit, let him sit). Sufyan said: (He means sit in his house). It was narrated by 'Abd al-Razzaq in al-Musannaf, and similar to it is with Ibn Abi Shaybah . Based on these marfu' hadiths to the Prophet (peace and blessings be upon him) and these mawquf athars from a number of the Companions (may Allah be pleased with them), and on what the majority of scholars have established in their jurisprudence, the Committee clarifies the following rulings: 1- One who attended the festival prayer is given a dispensation not to attend the Friday prayer, and he prays it as Zuhr in the time of Zuhr. And if he adheres to the default ruling and prays Friday with the people, that is better. 2- One who did not attend the festival prayer is not covered by the dispensation, and therefore the obligation of Friday prayer does not fall off him. He must go to the mosque for the Friday prayer. If the number required to hold the Friday prayer is not present, he prays it as Zuhr. 3- It is obligatory for the imam of the Friday mosque to establish the Friday prayer on that day so that those who wish to witness it, and those who did not witness the festival if the number required to hold the Friday prayer is present, may witness it. Otherwise, it is prayed as Zuhr. 4- One who attended the festival prayer and took the dispensation not to attend Friday prays it as Zuhr after the time of Zuhr has entered. 5- The adhan is not prescribed at this time except in the mosques where the Friday prayer is established, so the adhan is not prescribed for the Zuhr prayer on that day.
6- The statement that one who attended the festival prayer is exempt from the Friday prayer and the Zuhr prayer on that day is an incorrect statement. Therefore, scholars have boycotted it and ruled it erroneous and strange; because it contradicts the Sunnah and drops an obligatory duty from the obligations of Allah without evidence. Perhaps the one who said it was not informed of the Sunnahs and athars in this matter that granted a dispensation to one who attended the festival prayer not to attend the Friday prayer, and that he must pray it as Zuhr. And Allah the Exalted knows best. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
