Negligence in prayer until the time has passed

Machine translationRead the Arabic original
The third question of fatwa number ( 15918 )
Q 3: If a person prays some of the times at the prescribed time for prayer, and sometimes he is negligent and lazy until the time is missed , what is the ruling? Please inform us, may you be rewarded?
A 3: It is obligatory for the Muslim to be diligent in performing the five prayers at their prescribed times with the congregation of Muslims; because of the saying of Allah the Exalted:
Indeed, prayer has been decreed upon the believers a decree of specified times.
[An-Nisa 4:103]
and the saying of the Prophet (peace and blessings be upon him):
Whoever hears the call for prayer and and does not come (to the mosque for prayer), his prayer will not be accepted from him, unless he has a (legitimate) excuse.
Bulugh al-Maram 2:308
narrated by Ibn Majah and al-Daraqutni and Ibn Hibban and al-Hakim with a sound chain.
And it is not permissible for the Muslim to be negligent about prayer at some times and to be concerned with it at other times; rather, he must be consistent in his concern for prayer; because of the saying of Allah the Exalted:
Maintain with care the [obligatory] prayers and [in particular] the middle prayer
[Al-Baqarah 2:238]
And He said:
And those who are constant in their prayers
And He said:
who are constant in their prayersالَّذِينَ هُمْ عَلَى صَلاتِهِمْ دَائِمُونَ
And He said:
(4) So woe to those who pray (5) [But] who are heedless of their prayer -
[Al-Ma'un 107:4-5]
. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
