The scholars’ disagreement regarding the statement that the voice is created

Machine translationRead the Arabic original
The second question of Fatwa No. ( 20053 )
Q2: Imam Ahmad (may Allah have mercy on him) says in his book (Al-Sunnah): “Whoever says that our voices with the Qur’an are created is a Jahmi.” And Imam Abu Hanifah (may Allah have mercy on him) says in (Al-Fiqh Al-Akbar): “Our voices with the Qur’an are created.” So although the scholars of the Salaf agree that the Qur’an is the speech of Allah, not created, they differed regarding the voice of the one reciting the Qur’an: is it created (although the voices of the servants are created) or not created (although the Qur’an is the speech of Allah, not created)? I ask to know the truth in this matter, along with explaining the position of Shaykh al-Islam Ibn Taymiyyah and his student Ibn al-Qayyim (may Allah have mercy on them both).
A: The obligatory belief regarding the Qur’an, which is the position of the people of the Sunnah and the community and to which the Book and the Sunnah point, is that the Qur’an is truly the speech of Allah, its letters and its meanings, revealed and not created, from which it began and to which it returns. It is the speech of Allah the Exalted, whether recited or written. Allah the Exalted said:
(13) [It is recorded] in honored sheets, (14) Exalted and purified,فِي صُحُفٍ مُكَرَّمَةٍ (13) مَرْفُوعَةٍ مُطَهَّرَةٍ
['Abasa 80:13-14]
, and He the Exalted said:
(2) A Messenger from Allah, reciting purified scriptures (3) Within which are correct writings.رَسُولٌ مِنَ اللَّهِ يَتْلُو صُحُفًا مُطَهَّرَةً (2) فِيهَا كُتُبٌ قَيِّمَةٌ
[Al-Bayyinah 98:2-3]
, so the Qur’an that we recite is the speech of Allah the Exalted, and we only recite it with our movements and our voices. So the speech is the speech of the Creator, and the voice is the voice of the reciter. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
