Q: As you know, we have a department specifically for libraries and religious and literary books, but during this period, the sale of the Noble Qur'an to
members of the American army has increased. My question, may Allah reward you with good, is whether it is permissible to sell the pure Book of Allah to these people. It is known that 99% of those who purchased the pure book are non-Muslims. I used to ask them the reason for their purchase of the Qur'an; some said that a Muslim friend in America requested a copy of the Noble Qur'an, and some take it as a souvenir. Please inform me whether the sale is permissible or not? Please advise us, may Allah reward you.

A : It is not permissible to sell the Mushaf to a disbeliever; for it is established from 'Abdullah ibn 'Umar (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him):
forbade traveling with the Qur’an to the land of the enemyنهى أن يسافر بالقرآن إلى أرض العدو

, and in another narration:
lest it should fall into the hands of the enemyمخافة أن يناله العدو

for I am afraid lost it should fall into the hands of the enemyفإني لا آمن أن يناله العدو

. And al-Fadl ibn Ziyad said: (I asked Abu 'Abdullah - meaning Imam Ahmad - about a man who pledges a Mushaf with the People of the Book, and he said: No;
The Prophet (peace and blessings be upon him) prohibited traveling with the Qur'an to the land of the enemy for fear that the enemy might reach itنهى النبي صلى الله عليه وسلم أن يسافر بالقرآن إلى أرض العدو مخافة أن يناله العدو

. And Imam al-Nawawi said: Our scholars said: A disbeliever is not prevented from hearing the Qur'an, but he is prevented from touching the Mushaf. Is it permissible to teach him the Qur'an? There are two views, the second being: It is not permissible, just as it is not permissible to sell him the Mushaf, even if his Islam is expected. And it was mentioned in (Tarkh al-Tathrib): Preventing the sale of the Mushaf to a disbeliever; due to the presence of the meaning therein, which is his ability to treat it with contempt, and there is no disagreement in the prohibition of that. And it came in (al-Mughni) by Ibn Qudamah : And it is not permissible to enable him to purchase a Mushaf, nor a hadith of the Messenger of Allah (peace and blessings be upon him), nor fiqh. If he does so
then the purchase is invalid; because that entails its degradation. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
