Q: One day I attended a gathering in one of the mosques in Riyadh , and a person gave a speech about the committee for combating blindness in the Islamic world. He praised the committee in his speech and encouraged people to join it. I was stirred up, and I made a vow to Allah that if I got a job and received a salary, I would join it. I calculated the membership fee to be two hundred riyals per month, which is two hundred riyals per year. Now it has been three years since I have been employed and receiving a monthly salary, and I have not paid them a single riyal. My questions are: 1 - Is it permissible for me to sponsor an orphan and have my vow to join the committee for combating blindness in the Islamic world converted into sponsoring an orphan ? Since I desire to sponsor an orphan for the reward and recompense from Allah, knowing that sponsoring an orphan costs (1200) riyals per year, and joining the aforementioned committee costs (200) riyals per year. 2 - What is the ruling on my delay in fulfilling the vow, and what should I do about the years in which I did not pay a single riyal, and is there anything upon me for that delay? 3 - If it is necessary to pay the vow to the committee for combating blindness in the Islamic world, what is your opinion of this committee, and is its work truly Islamic and are those in charge of it trustworthy?
Please give me a ruling, may Allah reward you with good, for I am confused about my situation.

A : It is obligatory for you to fulfill what you vowed; because this vow is a vow of obedience, and the Prophet (peace and blessings be upon him) commanded its fulfillment by his saying (peace and blessings be upon him):
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله فليطعه
Sahih al-Bukhari 6696
, and it is obligatory for you to fulfill what you missed of the aforementioned vow in the future, and it is not permissible for you to divert it to something other than what you vowed. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
