The first question of fatwa number ( 21394 )
Q1: There is in the city of Sidi Khalid , which is about 7 km from my city, a grave that is claimed to be the grave of Khalid ibn Sinan . Some people come from far away to perform circumambulation around this grave, they call upon his dead body for aid, and a large amount of money is collected around it. These activities take place on the 26th of Ramadan every year, where people gather around the cemetery containing this grave within a distance of 400 m or less, where buying and selling takes place, meaning there is an annual market to which people come from distant lands, about 600 km or more, and we are not talking about those who are close, O honorable Shaykh. The question posed here is: Is it permissible for me and my brothers in Allah to go to that market for the purpose of buying and selling?
A1 : It is not permissible to travel to visit graves; due to the saying of the Prophet (peace and blessings be upon him):Bulugh al-Maram 5:58 , and because this is one of the means to shirk (associating partners with Allah). It is not permissible to perform circumambulation around graves, nor to rub against their walls, nor to seek blessing from them; because this is shirk and one of its means. It is not permissible to attend the market that is held for buying and selling around this grave; because this involves assisting in falsehood and affirming this evil. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

One should not undertake journeys except to three mosques: al-Masque al-Haram (in Makkah ), the Aqsa mosque, or this mosque (in Madinah).
لا تشد الرحال إلا إلى ثلاثة مساجد: المسجد الحرام، ومسجدي هذا، والمسجد الأقصى
