Q 2: What is the ruling on eating the meat of animals slaughtered by the Muslim state using an electric device? It is known that the electric device is applied to the animal until it falls to the ground, and then the butcher slaughters it immediately after it falls to the ground.
A 2: If the matter is as described, where the butcher slaughters the livestock immediately after it falls to the ground from the application of the electric device, then if he slaughters it while it is still alive, it is permissible to eat it. And if he slaughters it after
its death, it is not permissible to eat it. This is because it is considered a killed animal (muqwidhah), and Allah has forbidden it unless it is slaughtered according to the rules. The slaughter has no effect except in what is confirmed to be alive by the movement of a leg, or a hand, or the flow of blood, or something similar that indicates the continuation of life until the completion of the slaughter. Allah the Exalted said:
Prohibited to you are dead animals, blood, the flesh of swine, and that which has been dedicated to other than Allah, and [those animals] killed by strangling or by a violent blow or by a head-long fall or by the goring of horns, and those from which a wild animal has eaten, except what you [are able to] slaughter [before its death]حُرِّمَتْ عَلَيْكُمُ الْمَيْتَةُ وَالدَّمُ وَلَحْمُ الْخِنْـزِيرِ وَمَا أُهِلَّ لِغَيْرِ اللَّهِ بِهِ وَالْمُنْخَنِقَةُ وَالْمَوْقُوذَةُ وَالْمُتَرَدِّيَةُ وَالنَّطِيحَةُ وَمَا أَكَلَ السَّبُعُ إِلا مَا ذَكَّيْتُمْ
[Al-Ma'idah 5:3]
, thereby permitting what is afflicted among livestock by a hazard, on the condition that it is slaughtered according to the rules; otherwise, it is not lawful to eat it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
