Praise be to Allah alone, and may peace and blessings be upon His Messenger, his family, and his Companions. Thereafter: The Permanent Committee for Scholarly Research and Ifta has reviewed the question submitted by: The Director of Silos and Grains in Riyadh , addressed to His Eminence the President General, and referred to the Committee by the General Secretariat with number (1954 \ 2) and date 11 \ 10 \ 1399 AH. The text of the question is: We wish to present to Your Eminence the fact that the state, may Allah guide it, has established the General Organization for Grain Silos and Flour Mills for purposes including: the production of white flour for local consumption. The cost of a bag of produced flour reaches 80 riyals, while the organization sells it at symbolic prices of eleven or thirteen riyals depending on the quality. However, to our great regret, some people have taken it upon themselves to use the flour to feed their livestock, taking advantage of its low price, despite the fact that the purpose of making the flour available at such a low price is to produce good bread and food for humans, in assistance to the citizens and residents of the Kingdom. Meanwhile, the state has provided various types of feed at reduced prices as well, reaching 13 riyals per bag. Therefore, we request Your Eminence to graciously issue the necessary religious ruling
regarding the impermissibility of using flour produced as human food for feeding livestock .
And it responded as follows: If the situation is as described, namely that the government provides white flour for people to consume in their food, and contributes to the cost of purchasing and selling it to citizens and residents of the Kingdom at a reduced price—out of mercy for them and to assist them—and that various types of feed are available for their livestock and sold to them at a reduced price as well—then it is not permissible for people to use white flour as feed for their livestock. This is because doing so restricts the consumers of flour for their food, without there being any dire necessity for it, given that the government provides them with suitable feed for their livestock at a reduced price. It is also because it contradicts the authority in the regulations he has established, in which he has the right under the Shari'ah to ensure the benefit of the community in their food and the feed of their livestock with abundance and ease.
