The Shaykh : Yes, this is forbidden. It is not permissible for a woman to uncover her face before anyone other than her husband and her mahram (close relatives), whether it is her husband's brother, her husband's paternal uncle, or her husband's maternal uncle. It is not permissible for her to shake his hand, even if there is a barrier between them, and it is not permissible for her to kiss him. This is more severe and greater. The Prophet (peace and blessings be upon him) said:
Beware of entering upon women. إياكم والدخول على النساء
Jami` at-Tirmidhi 1171Sahih (Darussalam)
They said: O Messenger of Allah, what about the in-laws?—meaning the relatives of the husband. He said:
The relative is death الحمو الموت
Meaning: So beware of them.
The Prophet (peace and blessings be upon him) warned about the in-laws because when an in-law enters the home of his relative, it is not considered strange or objectionable. He enters the house without modesty or shame, and he is left alone with the woman. A man being alone with a woman is forbidden, and the Prophet (peace and blessings be upon him) warned against it and informed that:
No man is alone with a woman—meaning one who is not a mahram to him—except that Satan is the third among them. ما من رجل يخلو بامرأة -يعني ليست محرماً له- إلا كان ثالثهما الشيطان
