What is the ruling on a woman shaking hands with her husband's brother, or her uncle, or her maternal uncle?
Answer: A woman is not permitted to shake hands with a non-mahram man, even if he is her husband's brother, or her husband's uncle, or her husband's maternal uncle; because they are non-mahrams, not mahrams. Likewise, her sister's husband is not one she may shake hands with. However, she should return their greetings, initiating the greeting... returning their greetings, asking about their conditions and the conditions of their children is permissible. As for shaking hands, no, due to the saying of the Prophet (peace and blessings be upon him):
But I do not shake hands with women.إني لا أصافح النساء

, and Aisha (may Allah be pleased with her) said:
By Allah, the hand of the Messenger of Allah (peace and blessings be upon him) never touched the hand of a woman. He only pledged allegiance with them through speech.والله ما مست يد رسول الله ﷺ يد امرأة قط، ما كان يبايعهن إلا بالكلام
, (peace and blessings be upon him).
The point is that shaking hands carries danger, it involves fitnah (trial, discord or temptation), so it is not permissible. Yes, except for mahrams: her brother... her uncle... her maternal uncle... her son... her father, there is no harm... her husband's father... her husband's grandfather, and the like. Mahrams, yes, or with women, there is no harm.
