Bribing to reduce the customs duties on the car he wants to buy

Bribery
Q: A delegate sent to work at the Institute of Islamic and Arabic Sciences in Indonesia asks the following: Every delegate working in that country who holds a special passport is entitled to an exemption from the customs duties on the car he wants to buy. For example, if the value of the car including customs duties is estimated at one hundred million rupiah, he has the right to buy it for fifty million rupiah. However, the problem is that if you try to take the car out for yourself, you cannot do so; because there is a special representative for each embassy, and this representative wants you to give him a sum of money so that you relinquish your name, allowing him to buy a car, sell it, and profit from the customs difference. The question is: Is such a thing permissible? And if I am unable to buy the car myself because of this representative’s complication of my dealings in the official offices until the official period for my eligibility for that exemption ends, or because I do not wish to own a car, is it permissible for me to take that amount?
A: Taking the aforementioned amount from the embassy representative or anyone else is not permissible; because it is fraud.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
