Q: Recently, the phenomenon of plucking the eyebrows has spread among women, such that this plucking is done from above the eyebrow and from below it in a manner that exactly resembles *namis* (shaving the eyebrows), i.e., thinning the eyebrows. It is not hidden that this phenomenon came as an imitation of the West, and also the danger of this hair-plucking substance from a medical standpoint, and the harm it causes. What is the ruling of the Shari'ah regarding such an act? Please issue a ruling, may Allah reward you. Knowing that the majority of women, when advised, request what is written from the Committee and reject the oral fatwa, we request, may Allah preserve you, to issue a written fatwa, asking Allah (Mighty and Majestic) to make it beneficial and to preserve the religion of this Ummah, for He is the One who is capable of that.
A: Plucking the upper and lower parts of the eyebrows in the manner described is not permissible; because of what is in it of changing the creation of Allah (Glorified and Exalted is He), and because it resembles *namis*
which is forbidden by the Shari'ah, since it is in its meaning. The matter becomes more forbidden if that act is an imitation and resembling of the disbelievers, or if its use causes harm to the body or the hair, due to the saying of Allah the Exalted:
and do not throw [yourselves] with your [own] hands into destruction [by refraining]وَلاَ تُلْقُوا بِأَيْدِيكُمْ إِلَى التَّهْلُكَةِ
[Al-Baqarah 2:195]
and His saying (peace and blessings be upon him):
It was narrated from 'Ubadah bin Samit that the Messenger of Allah (ﷺ) ruled: “There should be neither harming nor reciprocating harm.”لا ضرر ولا ضرار
