Travel agencies that pay a specific amount of money to officials for the issuance of Hajj visas

Machine translationRead the Arabic original
The ninth question from Fatwa No. ( 8267 )
Q9: Some of the travel agencies in our area organize Hajj and 'Umrah trips. During the days of Hajj, they must pay a specific amount of money to the officials responsible for issuing Hajj visas. If they do not pay, they will not obtain these visas. This money paid is not official, nor is it in exchange for specific procedures for obtaining Hajj visas. Is this money paid a bribe or not? And if it is a bribe, is it not permissible for us to go on Hajj through these travel agencies , or do they bear the responsibility even if we are aware of it?
A9: This money paid is considered a bribe. Therefore, it is not permissible to go with them, as there are many other means of transportation available.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
