Ruling on the sale of work visas?

Machine translationRead the Arabic original
The questioner : May Allah reward you. Shaykh, some of the people, the shaykhs of the guarantors, are now selling the residency permits. I mean, there are general service offices acting as intermediaries between the guarantors and the workers, and they sell them for a very large sum?

The Shaykh : How is that? Describe it to me.

The questioner : I mean, for example, the guarantor gives the card to the general service office, and they issue a visa, and the office sells it.

The Shaykh : A visa, you mean?

The questioner : The residency permit is the same thing.

The Shaykh : I mean, the means of recruitment?

The questioner : Yes, I do.

The Shaykh : Fine.

The questioner : They sell it, and they share the amount with the guarantor?

The Shaykh : By Allah, I see that the system must be followed, and in my opinion, the system does not allow this. So if it is not allowed, it is not permissible. Allah the Exalted said:
O you who have believed, obey Allah and obey the Messenger and those in authority among you يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ
[An-Nisa 4:59]
And if a person does not obey the system, even though it is not a sin—meaning the system is not a sin—then he is not obedient to Allah, because He commanded obedience to those in authority. And deceiving the created beings is of no benefit, because if he deceives the created beings and things proceed, this deception will not benefit him with the Creator. Allah the Exalted said:
He knows that which deceives the eyes and what the breasts conceal. يَعْلَمُ خَائِنَةَ الْأَعْيُنِ وَمَا تُخْفِي الصُّدُورُ
[Ghafir 40:19]
.

The questioner : As for the one who buys it, Shaykh, he is compelled. If he leaves it, he finds nothing.

The Shaykh : If he leaves it, he finds nothing, praise be to Allah. And if he does not find it, what will happen? Yes.

The questioner : ... .

The Shaykh : If he does not buy it.

The questioner : He may be sent away and prevented from [working].

The Shaykh : He is sent away, in the safety of Allah. I came from my country, I return to my country. Perhaps later he will be a student of knowledge, and good will come, and he will call people to good there.

The questioner : Okay, Shaykh, as for someone who bought a visa.

The Shaykh : No, it is not two questions.

The questioner : No, Shaykh, it is just an inquiry.

The Shaykh : All questions are inquiries. Give the answer.
