Permissible vows: the one who makes them is given the choice between fulfilling them or paying the expiation for an oath

Machine translationRead the Arabic original
The first question of Fatwa No. ( 20214 )
Q1: More than five years ago, I had a neighbor living in the apartment next door. He and his wife were undergoing treatment at the hospital for the purpose of having children, as more than eight years had passed since their marriage and they had not had any. During a conversation with my neighbor, I said to him: If Allah grants you a son or a daughter, I will hold a feast, meaning a sacrifice, to share in your joy. After a while, Allah granted them a daughter. When I brought the matter up and told him that I would carry out my vow, he said that there was no need for this and that he was forgiving me of the vow, and he refused it out of consideration for my circumstances. What is your opinion, and what is required of me?
A1: What you mentioned is a vow to do a permissible act, so you are given the choice between doing it or paying the expiation for an oath. The expiation is: freeing a believing slave, or feeding ten poor people; for each
poor person, half a sa' of food, which is approximately one and a half kilograms by weight, or clothing them. If you cannot find the means to do so, fast for three days. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
